Warmer Homes Scotland FAQs

Warmer Homes Scotland is a Scottish Government funded programme that provides free energy efficiency improvements to qualifying households in fuel poverty. It covers measures including insulation, heating systems, and renewable technology such as heat pumps. It is administered through Home Energy Scotland and is separate from โ€” and different to โ€” England's ECO4 scheme. Call 0141 230 0198.

To qualify for Warmer Homes Scotland, you must be a homeowner (or private tenant with landlord permission) in Scotland who: is on certain benefits such as Universal Credit, Pension Credit, Child Benefit, Disability Living Allowance, Personal Independence Payment or similar; or is assessed as living in fuel poverty (spending more than 10% of income on energy). A full assessment is carried out by Home Energy Scotland. Call 0141 230 0198.

Warmer Homes Scotland is funded by the Scottish Government and administered through Home Energy Scotland. England's ECO4 is funded by energy suppliers (obligated by Ofgem). The eligibility criteria, application process, and measures available differ between the two schemes. In Scotland, Warmer Homes Scotland is the primary fuel poverty scheme โ€” ECO4 may also be available in Scotland for some households but Warmer Homes Scotland is the main route. Call 0141 230 0198.

Warmer Homes Scotland can fund a range of energy measures including solar panels, heat pumps, insulation, and heating system improvements. The specific measures available depend on the property assessment and current programme priorities. As measures and funding change, call Home Energy Scotland on 0808 808 2282 or Scottish Energy Efficiency on 0141 230 0198 for current availability.

Yes โ€” Warmer Homes Scotland can fund heat pump installation for qualifying households. This is in addition to (or instead of) the HES heat pump grant available to non-fuel-poverty households. For fuel-poor households, Warmer Homes Scotland may cover the full cost. Call 0141 230 0198 to discuss your options.

To apply for Warmer Homes Scotland: Contact Home Energy Scotland on 0808 808 2282 (free, funded helpline). They will carry out a telephone assessment of your property and circumstances. If eligible, they will arrange a home survey and identify suitable measures. Approved works are then carried out by registered installers. Call Scottish Energy Efficiency on 0141 230 0198 if you need support navigating the process.

ECO4 (Energy Company Obligation) is a UK-wide scheme funded by energy suppliers. It applies in Scotland as well as England and Wales. However, Warmer Homes Scotland is the main Scottish Government funded fuel poverty scheme in Scotland. ECO4 and Warmer Homes Scotland can sometimes be used together (known as 'co-funding') to cover higher-cost improvements. Call 0141 230 0198.

Warmer Homes Scotland does not have a strict income limit but uses a combination of benefit receipt and fuel poverty assessment. Households receiving means-tested or disability benefits are prioritised. Households not on benefits but assessed as in fuel poverty (spending 10%+ of income on energy) may also qualify. A free assessment with Home Energy Scotland (0808 808 2282) will determine your eligibility. Call 0141 230 0198.
